Worrisome Numbers On Human Rights Violations Revealed 
----------------------------------------------------- 


According to data released yesterday by the non-governmental 
organizations CINEP and Justicia y Paz, in 1997 there were a total of 
2,054 cases of human rights violations and an additional 3,822 
violations of international humanitarian law [el derecho internacional 
humanitario]. 

In the March edition of "Utopias", a human rights journal, the NGOs 
show with their data that most of the violations, a total of 1,884, 
were the responsibility of private groups, known as "paramilitaries". 

The Army appears responsible for 120 cases of human rights 
violations, the Police is presumed responsible for 30 cases, and the 
DAS (Department of Administrative Justice) for 3 cases, while 14 
cases are attributed to "foreign agents" ["agentes extranjeros"], and 5 
more cases have been attributed to other sectors of the security 
establishment. 

Of the total violations of human rights in the last year, 1,213 were 
murders, 343 cases of threats, 192 disappearances, 150 cases of 
torture, 95 infliction of wounds, 52 arbitrary arrests, 9 kidnappings 
and 8 assaults.

As far as violations against international humanitarian law, once 
again paramilitaries appear as the major violators, with 1,890 of the 
3,822 cases, whereas the Army is accused of 89, the Police of 8 and 
the DAS of 3.

In the statistical table of serious violations of international 
humanitarian law, 746 cases appear attributed to the guerrillas, 
without specifying which of them, whereas 586 are attributed to the 
Revolutionary Armed Forces of Colombia specifically (FARC), 493 to 
the Army of National Liberation (ELN) and 7 to the Popular Army of 
Liberation (EPL).

Thus, altogether there were 1,832 violations of international 
humanitarian law by actions of the guerrillas, of which 1,728 were 
the responsibility of rural insurgents and the other 104 were the 
responsibility of urban armed cells.

Among CINEP's and Justicia y Paz's list of violations of international 
humanitarian law, there are 1,522 murders, 1,682 threats, 268 cases 
of infliction of wounds, 179 disappearances, 150 cases of torture, 10 
kidnappings and 11 uses of civilians as human shields in combats. 

While official numbers previously indicated that in 1997 there were 
246 political kidnappings by subversive groups, the data published 
in " Utopias " give a total of 523, of which 286 are by unidentified, 
110 by the FARC, 109 by the ELN, 9 by EPL, and 12 by the PeopleUs 
Revolutionary Army (ERP).

The journal accounts for 752 different guerrilla actions during last 
year, divided into 366 battles with the Army, 134 road-blocks, 79 
attacks on military or police installations, 60 ambushes, 56 assaults 
on settlements and 11 minefields.

On June 15, 1997 in the forests of Caqueta, the FARC released 50 
soldiers it had detained since the August 30, 1996 attack on the 
military base of Las Delicias (Putumayo), and 10 naval infantrymen, 
captured in an ambush on January 7, 1997.

At the moment FARC is detaining 18 soldiers who served in the base 
at Patascoy (Narino), near the border with Ecuador, which FARC 
attacked on December 20 last year, and the 43 soldiers of the elite 
anti-guerrilla battalion which they captured in the beginning of 
March, during battle in Caguan, Caqueta.

* Revelan preocupantes cifras sobre violaciQn de derechos humanos 

Un total de 2.054 violaciones de los derechos humanos y 3.822 del 
derecho internacional humanitario (dih) se presentaron en 1997 en 
Colombia, segOn cifras de las Organizaciones No Gubernamentales, 
(ONG), Centro de Investigaciones y Estudios PolUticos (Cinep) y 
Justicia y Paz, reveladas ayer.

En la ediciQn de marzo de la revista "UtopUas", especializada en 
derechos humanos, las ONG muestran con sus datos que la mayorUa 
de las violaciones a estos derechos, en total 1.884, corrieron por 
cuenta de grupos de justicia privada, llamados "paramilitares". 

El Ejercito aparece como autor de 120 violaciones de derechos 
humanos, la PolicUa est` resePada como presunta responsable de 30, 
el Departamento Administrativo de Seguridad, DAS, de 3, mientras 
que "agentes extranjeros" no identificados han realizado 14 y otros 
organismos armados estatales, cinco.

Del total de violaciones a los derechos humanos el aPo pasado, 1.213 
fueron asesinatos, al tiempo que hubo 343 casos de amenazas, 192 de 
desapariciones forzosas, 150 de torturas, 95 de heridas, 52 de 
detenciones arbitrarias, 9 de secuestro y 8 de atentados. 

En cuanto a los atentados contra el derecho internacional 
humanitario, los paramilitares tambi*n aparecen como mayores 
violadores, con 1.890 de los 3.822 casos, en tanto que el Ej*rcito es 
acusado de 89, la PolicUa de 8 y el DAS de tres.

En el cuadro estadUstico de infracciones graves al derecho 
internacional humanitario, 746 casos aparecen atribuidos a las 
guerrillas, sin especificar cu`l de ellas, mientras que 586 se atribuyen 
especUficamente a las Fuerzas Armadas Revolucionarias de Colombia 
(Farc), 493 al Ej*rcito de LiberaciQn Nacional (Eln) y 7 al Ej*rcito 
Popular de LiberaciQn (Epl).

AsU, en total son 1.832 violaciones del derrecho internacional 
humanitario por acciones de las guerrillas, de las cuales 1.728 
corrieron por cuenta de facciones subversivas rurales y las otras 104 
fueron responsabilidad de milicias urbanas. 

Entre las violaciones al derecho internacional humanitario, aparecen 
en las estadUsticas de justicia y paz y el Cinep 1.522 asesinatos, 
1.682 amenazas, 268 casos de heridas, 179 desapariciones, 150 
torturas, 10 tomas de rehenes y 11 utilizaciones de civiles como 
escudos humanos en combates.

Mientras cifras oficiales sePalaron anteriormente que en 1997 hubo 
246 secuestros polUticos por parte de los grupos subversivos, los 
cuadros publicados en "UtopUas" dan un total de 523, de los cuales 
286 son de grupos no identificados, 110 de las Farc, 109 del Eln, 9 del 
Epl y 12 del Ej*rcito Revolucionario del Pueblo (Erp). 

La revista da cuenta de 752 diferentes acciones guerrilleras el aPo 
pasada, discriminadas en 366 combates con el Ej*rcito, 134 bloqueos 
de vUas, 79 ataques a guarniciones militares o policiales, 60 
emboscadas, 56 asaltos a poblaciones y 11 campos minados. 

Las Farc liberaron el 15 de junio de 1997 en las selvas del Caquet` a 
50 soldados, retenidos el 30 de agosto de 1996 durante el ataque a la 
base militar de Las Delicias, Putumayo, y a 10 infantes de marina, 
hechos rehenes en una emboscada el 7 de enero de 1997. 

Actualmente las Farc tienen en su poder a 18 soldados que prestaban 
servicio en la base de Patascoy, en el departamento de NariPo, cerca 
de a frontera con Ecuador), atacada el 20 de diciembre pasado, y a 43 
militares de la *lite contraguerrillera que cayeron en su poder a 
principios de marzo, en combates en Cagu`n en el Caquet`.
