A BILL
To support the democratically elected Government of Colombia
and the unified campaign against illicit narcotics trafficking, terrorist activities, and other threats to the national security of Colombia.

Be it enacted by the Senate and House of Representa- 1
tives of the United States of America in Congress assembled, 2


SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Colombia 4
Antiterrorism Act of 2002’’. 5

SEC. 2. STATEMENTS OF POLICY. 1
Congress— 2
(1) expresses its support for the democratically 3
elected Government of Colombia and the Colombian 4
people as they strive to protect their democracy from 5
terrorism and the scourge of illicit narcotics; and 6
(2) deplores the continuing criminal terrorist 7
acts of murder, abduction, and extortion carried out 8
by all United States-designated foreign terrorist or- 9
ganizations in Colombia against United States citi- 10
zens, the civilian population of Colombia, and Co- 11
lombian authorities. 12


SEC. 3. SENSE OF CONGRESS. 13
It is the sense of Congress that the Secretary of State 14
should designate a high-ranking official to coordinate all 15
United States assistance to the Government of Colombia 16
to ensure clarity of United States policy and the effective 17
delivery of United States support. 18


SEC. 4. SUPPORT FOR A UNIFIED CAMPAIGN AGAINST IL- 19
LICIT NARCOTICS TRAFFICKING, TERRORIST 20
ACTIVITIES, AND OTHER THREATS TO THE 21
NATIONAL SECURITY OF COLOMBIA. 22
(a) AVAILABILITY OF FISCAL YEARS 2002 AND 2003 23
FUNDS.— 24
(1) IN GENERAL.—Funds appropriated or oth- 25
erwise available for fiscal years 2002 and 2003 for 26 assistance to the Government of Colombia (including 1
funds appropriated for any prior fiscal year for such 2
purpose) shall be available, notwithstanding any 3
other provision of law (other than the provisions of 4
law described in paragraph (2)), to support a unified 5
campaign against illicit narcotics trafficking, ter- 6
rorist activities, and other threats to the national se- 7
curity of Colombia. 8
(2) PROVISIONS NOT SUPERSEDED.—Section 9
556 of the Foreign Operations, Export Financing, 10
and Related Programs Appropriations Act, 2002 11
(Public Law 107–115) and section 3204(b)(1) of the 12
Emergency Supplemental Act, 2000 (Public Law 13
106–246) shall apply with respect to funds described 14
in paragraph (1) when utilized for the purposes de- 15
scribed in such paragraph. 16
(3) RULE OF CONSTRUCTION.— 17
(A) IN GENERAL.—For purposes of car- 18
rying out the provisions of law described in sub- 19
paragraph (B) using funds appropriated or oth- 20
erwise available for fiscal years 2002 and 2003 21
(including funds appropriated for any prior fis- 22
cal year), the term ‘‘counter-drug activities’’, as 23
used in such provisions of law, shall be deemed 24
to include activities in support of a unified cam- 25
paign against illicit narcotics trafficking, ter- 1
rorist activities, and other threats to the na- 2
tional security of Colombia. 3
(B) PROVISIONS OF LAW.—The provisions 4
of law described in this subparagraph are the 5
following: 6
(i) Section 124 of title 10, United 7
States Code. 8
(ii) Section 1004 of the National De- 9
fense Authorization Act for Fiscal Year 10
1991 (Public Law 101–510). 11
(iii) Section 1033 of the National De- 12
fense Authorization Act for Fiscal Year 13
1998 (Public Law 105–85). 14
(iv) Section 3101 of the Emergency 15
Supplemental Act, 2000 (Public Law 106– 16
246). 17
(b) AUTHORIZATION OF APPROPRIATIONS.—There 18
are authorized to be appropriated to the President 19
$35,000,000 for fiscal year 2002, $538,200,000 for fiscal 20
year 2003, and such sums as may be necessary for fiscal 21
year 2004 to support a unified campaign against illicit 22
narcotics trafficking, terrorist activities, and other threats 23
to the national security of Colombia. Amounts appro- 24
priated pursuant to the authorization of appropriations 25
under the preceding sentence are in addition to amounts 1
appropriated or otherwise available for such purposes, in- 2
cluding amounts made available in accordance with sub- 3
section (a). 4
